The challenge

In March 2023, The Clatterbridge Cancer Centre NHS Foundation Trust (CCC) took ownership of the former Rutherford Cancer Centre, Liverpool, for use by the Trust for improving patient pathways and care.

The Trust considered that there were significant benefits in operating additional services from this location. However, the facilities provided within the existing building required project management services to align to the Trusts needs.

Preparing for and carrying out this service development was a significant piece of work for CCC. The project consisted of an initial phase to open the centre with the existing infrastructure, utilising the MRI and Ultrasound equipment in situ, and establishing a phlebotomy service, as well as purchasing and installing specialist clinical equipment including a new CT scanner.

In the period to CCC obtaining the facility, the facility had been vacant for a number of months. As a result of this, the on-site systems required review and maintenance as required to ensure the building was compliant and safe for both its redevelopment and prior to the facility becoming operational.

The Clatterbridge Cancer Centre NHS Foundation Trust approached PropCare to provide its specialist services of project management and operational estates services to coordinate and manage all aspects of mobilising the facility from an estates and facilities perspective.

The solution

PropCare liaised with the clinical stakeholders to determine the client requirements for the building. From this information, a detailed mobilisation plan was produced which outlined the physical work to alter the services and structure of the facility and the maintenance required to ensure the plant and equipment within the facility were compliant at all stages of mobilisation. PropCare assigned a Project Manager to review, monitor and implement the mobilisation plan.

In addition, PropCare worked closely with the Trust stakeholders to agree the service specifications for maintenance provision within the facility establishing a comprehensive Hard and Soft facilities management delivery model.

The outcome

PropCare successfully delivered the project in accordance with timeframes and budget and the facility opened to patients in July 2023.
