The Countess of Chester Hospital NHS Foundation Trust instructed PropCare to undertake a review of asset condition, lifecycle assumptions and capital / maintenance costs Ellesmere Port Hospital.

The challenge

The project required both on site review of the assets and a detailed desktop review of six facet surveys and maintenance records, working with multiple stakeholders and tight timeframes to review all information and provide an accurate position supported by tangible evidence and data.

The solution

PropCare worked closely with all stakeholders and completed a detailed due diligence exercise including onsite inspections and desktop analysis of condition data and maintenance records.

PropCare provided a detailed report assessing the projected capital / maintenance costs at year 1 and years 3 to 9, providing detailed recommendations for additions to existing lifecycle and capital assumptions.

To achieve its analysis PropCare provided contractual, commercial, financial and specialist estates acumen; completing a detailed review and cross reference of a wide suite of estates documentation including:

  • Land transfer and land registry plans
  • Six facet Surveys
  • Asset Condition and Verification Reports
  • Maintenance Records
  • Operation and Maintenance (O&M) Manuals

The outcome

Following its extensive due diligence PropCare provided a recommendation report identifying areas for improvements opportunities within the lifecycle and capital assumptions and statutory compliance of critical assets:

  • Discrepancies and inconsistencies between specialist reports (asset verifications, facet surveys and specialist condition surveys), recommending these to be raised with the respective report producers for clarification.
  • Verification of the lifecycle value assumptions and capital investment calculations at year 1 to year 10, providing recommendations for amendments with supporting evidence and calculations.
  • Recommendations to re-visit maintenance records to achieve assurance of compliance with current service records as evidence.
